Reflection - Part 7: HIE

HIE, another beautiful concept that was invented almost 10 years ago, still needs attention and its implementation is different from state to state. It is shown that states with stricter privacy laws usually have more HIE exchange and better success rates, so it appears that this is not the problem. As discussed in PCMH, the similar authority here for HIE, the Office of the National Coordinator for Health Information Technology (ONC), provides many draft guidelines, which help individual organizations implement HIE systems. But this is the issue, for such a system that addresses interoperability and exchange where standards, both for data and infrastructure, are very important. ONC, in this case, should provide some standardized tools, without expecting organizations of different sizes have the ability to build their own from ground.

The insurance companies remain profit driven. This causes insurance companies to have tight regulations against preexisting conditions so that mostly healthy individuals are selected for their plans. Such patients will not utilize costly procedures as often as individuals with chronic illnesses. However, this is unethical of insurance companies because it reduces healthcare to a profit centered industry, and prevents those in need from receiving care. The optimal goal for insurance company to access the HIE is to find an appropriate balance between their responsibilities towards both shareholders and patients.

I found this weeks readings to be interesting. The HIE is a really interesting concept. There are several advantages to the HIE. HIE's can reduce errors and unnecessary paperwork. I see the future of the HIE being really promising. As we move closer and closer to fully electronic records, it's going to become easier and easier to move towards an HIE.
